关于巩固、扩大减亏成果的思考

Reflecting on Strengthening and Improving the Achievement of Reducing Loss

为落实铁道部“巩固、扩大扭亏成果”的要求 ,结合柳州铁路局实际 ,提出依靠深化改革、增收节支、加强管理的“三靠”措施 ,从落实资产经营责任制 ,组建客运公司、货运营销机构等方面入手 ,不但要千方百计增加运量 ,还要设法节支降耗 ,压缩成本 ,并配合“管理年”活动 ,全面推进企业经营管理工作 ,实现生产与经营的最佳结合 ,获取最大的经济效益。

In order to put into effect the requirement of “strengthening and improving the achievement of reducing loss” by the Ministry of Railway,on the basis of its own reality,Liuzhou Railway Administration put forward the countermeasures,i.e.“deepening the reform,increasing income and reducing expenditure,strengthening the management”.Beginning with implementing the responsibility system of assets operation,setting up the passenger transport company,the freight marketing system,etc.,the Administration required that not only the traffic volume should be raised by every possible means,but also the expenditure and consumption should be reduced,the cost be reduced.During the “management year” activity,the management and administration should be improved in every aspect to realize the optimum combination of production and operation,and then the optimum economic benefit may be obtanied.
