随着现代服务行政的发展与完善,基层行政管理的理念和发展也更加契合社会的需求。行政指导以其独特的特征和功用,在新农村建设中的基层行政实务中日益显现出特殊的作用。然而,由于理论和立法的缺憾,以及我国农村在社会转型期所处的特殊环境,行政指导的真正实施,需要建立以现代行政法治中的行政均衡原则、行政正当原则和权利救济原则为指引,规范行政指导的做出和运行,健全保障农民利益的制度体系。

With the development of mode rn service-oriented administration, the idea and the development of administrative management is more suitable for the demand of society. Administrative guidance with its unique characteristics and function, is playing special role in administrative practice during new countryside construction. However, because the incomplete legislation and special environment in the period of social transformation, the implementation of administrative guidance needs to be established on the basis of administrative balance principle, the administrative justice principle and right relief principle, specification of administrative guidance and operation, perfection of protecting the peasants＇ interests.
