摘要
地方化的人力资本积累是城市经济发展的重要基础。在全球化背景下,技术与市场变动的不确定性加强,产业组织模式的弹性化趋势成为当今产业结构变动的重要特征之一。在这样的竞争环境下,地方人力资本的流动与积累方式也出现了显著变化。通过对北京市北部高科技产业带的问卷调查,对比了高科技制造业、生产者服务业和一般服务业人力资本流动与积累的模式,揭示了地方劳动力市场的分层结构,及其对人力资本积累方式的影响。指出在微观个体层面,各种行业的弹性层与稳定层之间存在广泛的交叉与流动。结论指出,城市经济的多元性为各种产业发展提供多层次的人才,需要建立包容性的人才政策,以适应更加弹性的产业组织模式。
Local human capital accumulation is fundamental to the urban economic growth.With increasing dynamics of technology and market,the flexible specialization has been typical for modern industrial organization.In order to maintain competitiveness,companies increasingly adopt the lean strategy in their human resources management,that is,to maintain a comparatively small stable core of professionals with special skills and to outsource large amount of work to other specialized companies.This trend has great impacts on local human capital accumulation and flows.This research compares the structure of local labor market in high-tech manufacturing,producer services and customer services in northern Beijing,depicting the accumulation and flow of human capital among different industries and layers.The findings confirm the existence of dual structures in all three industries.However,the flows among different industries and layers blurred the stereotype division between the stable and flexible layers.In conclusion,we discussed the necessity of the inclusive development in the urban policy for human resources.
