摘要
轨道交通建设投资数额巨大,单纯依靠政府财力,难以满足和实现城市地铁的稳健发展,必须依托市场融资模式,建立基于地铁建设的综合性开发建设模式。基于实现轨道交通外部效应内部化考虑,有必要结合我国现有土地管理政策框架,并充分借鉴香港地铁上盖物业合作开发经验,探索建立上盖物业市场化的开发运作模式。本文重点分析了香港地铁上盖物业合作开发模式,对内地房地产市场的不同合作开发模式进行了比较,提出上盖物业合作模式的实施建议。
The huge amount of rail transit construction investment,relying solely on government finances,is difficult to meet.The steady development of the city subway,must rely on market financing,and the establishment of the comprehensive development and construction of the subway construction.Based on rail transit internalize externalities,it is necessary to exist national land management policy framework,and to fully draw on the Hong Kong MTR Station developing experience,and to explore the establishment of Real Estate Development the market-oriented development mode of operation.This article focuses on the Hong Kong MTR Station cooperative development mode,cooperative development mode of the real estate market in the Mainland,the proposed implementation of the proposed superstructure cooperation mode.
