摘要
政府公共关系管理范式包括观念维度、事实维度和沟通维度。其中,观念维度重点明确执政的核心价值取向,解决"怎么看"的问题,强调善意从政和执政为民;事实维度明确政府形象是政府执政的逻辑结果,解决"怎么做"的问题,强调为民谋利和务实施政;沟通维度明确传播沟通是协调政府与民众关系的保障,解决"怎么说"的问题,强调共享信息和透明执政。只有这三个维度都达到最佳境界,政府形象才能避免跌入"塔西佗陷阱",才能不断强化政府执政的合法性。
Management protocol of government public relations is composed of the dimensions regarding perception, facts and communication. The perception dimension focuses on core value orientation of the administration to address the issue "how to analyze", underlining good faith in politics and governing for the people; the fact dimension expresses that the Government's image is the logical result of the Government to address the issue "how to do", stressing the work for the well-being of the people and pragmatic policy; the communication dimension defines that transmission of communication is the guarantee for connecting the relationship between the Government and the citizens to address the issue "how to say", emphasizing the shared information and transparent governance. Only these three-dimensions achieve the optimum level can the Government's image step out of Tacitus" trap so as to continuously strengthen the Jegitimacy of the governance.
