关于我国商品房预售登记制度之探析

房地产开发企业为了保护商品房预售过程中预购人的合法权益,促进房地产市场依法有序健康发展,在商品房预售过程中应不断加强政府监管行为,完善商品房信息公开制度,引入开发商信用评级管理系统,通过增强信息透明度来加强社会监督。同时,通过法律强制规定预售登记备案行为的预告性,赋予预售商品房准物权效力,使预购人的物权保护有了法律依据。只有从行政管理及法律角度不断完善商品房预售登记备案制度,才能够更好地保护消费者合法权益和维护正常的房地产开发秩序,最终促进整个国民经济快速、健康、有序发展。

Ultimately it can promote the national economy develop rapidly, healthily and orderly.
