城镇保障性住房建设管理存在的问题及对策

Discussion on the way to deal with the problems involved in the management over the construction of affordable housing

项目建设过程中各种客观因素导致工程滞后,以及地方配套资金筹措难、财政源头分配不科学、信息共享机制不健全、监管不到位等因素的影响,保障性住房存在着任务目标未按规定分解完成、资金筹集和管理不规范、工程建设管理不到位、住房分配和使用管理不规范等问题。建议:(1)完善政策,科学规划;(2)强化项目管理,推进工程进展;(3)建立统一的信息平台,加强各部门之间的信息沟通;(4)严格准入审批,实行阳光操作;(5)进一步强化保障性安居工程建设管理风险意识;(6)加强保障性住房工程质量管理;(7)落实优惠政策,严格资金管理;(8)完善审计思路和方法,促进保障性住房建设管理科学化。

This paper argues that the reasons behind these problems, such as we haven＇t broken down the mission objectives of affordable housing by regulation, fund-raising and management are lack of standardization, engineering construction management is out of place, and housing distribution and use management are unregulated, lie in the fact that： in the process of the project construction, various objective factors led to the delay of the project; raising local supporting fund is difficult; source of fiscal allocation is not scientific; information sharing mechanism is not sound; and government has poor supervision. In response to this, this paper proposes that we must perfect the policy, make scientific planning, strengthen project management, and promote project progress. At the same time, unified information platform should be established so as to strengthen the information communication between different departments, examination and approval of access must be rigorously enforced and the sunlight operation must be insisted. We should strengthen the awareness about the risk of government-subsidized housing construction and management and engineering quality control. In addition, preferential policies shall be carried out; and management of funds must be strictly controlled. Audit idea and approach must be perfected so as to promote scientific management.
