基于DEA方法的中国高速铁路客运效率评价

Evaluation of Passenger Transport Efficiency of Chinese High-Speed Railway Based on DEA Method

选取我国已经投入运行的14条高速铁路,利用DEA方法对其效率进行了评价,旨在恰当地评估不同线路的客运效率,为项目今后的更好运营以及新项目的建设提供指导.在选取评价指标时,更多考虑了线路的社会效益.评价结果指出,半数线路DEA有效,京津城际、沪宁城际等几条线路表现较好,而广珠城际等几条线路的效率相对较低.从评价结果可以看出,高速铁路建设的标准和投入要充分考虑地区的实际情况和需要,同时还要充分考虑潜在需求.

14 high-speed railways in China are selected, and their passenger transport efficiency through DEA method are evaluated. The objective of the research is to provide guidance for better operations of the projects in the future and the construction of new projects. The social benefits are given high attention in the selection of indicators of evaluation, such as financial indicators, financing risks and environmental risks. The evaluation re- sults show that the half of the railway lines is DEA efficient. From the evaluation results it can be concluded that the standard for high-speed railway construction and the scale of investment should be highly in accord- ance with the actual situation and demand of the region. On the other hand, the potential demand that may e- merge in the future should also be taken into consideration.
