摘要
研究目的:研究农地城市流转对农户这一微观主体的福利效应,为改善城镇化进程中失地农民的福利水平提供借鉴。研究方法:在森的可行能力理论下,选取影响农户福利效应的因素,并采用层次分析法确定这些影响因素的权重,最后运用改进的庇古福利效应测算方法对失地农民失地前后的福利变化进行定量测度。研究结果:短期内农地城市流转微观福利效应值为23.8203,长期内农地城市流转微观福利效应值为-30.3470,结果与现实情况相符。研究结论:建立完善农村基本社会保障体系是政府提高失地农民福利水平的主要途径。
The purpose of this paper is to study the welfare effects of farmers during the farm land conversation for urban development so as to provide a reference for improving the welfare level of the farmers whose land are occupied. Method employed is an improved Pigou welfare effect method based on the Sen＇ s Capability Apporach, in which the weights of the factors that affect the welfare effects are calculated through AHP method. The results indicate that the value of the micro- level welfare effects in the short-term is 23.8203, and the value in the long-term is -30.3470, which are in accordance with the realities. It is concluded that a basic rural social security of the farmers.
