农户参与农地整理项目规划设计意愿的影响因素研究

Impact Factors on the Willingness of Farmers Participating in Farmland Consolidation Planning

研究目的:探寻农户参与农地整理项目规划设计意愿的影响因素,以期为促进农户有效参与农地整理项目规划设计提供借鉴。研究方法:本文构建了农户合作博弈模型,并以湖北省部分县市353份农户问卷为样本,采用Logistic模型,分析了农户参与农地整理项目规划设计意愿的影响因素。研究结果:农户参与意愿受村干部对农地整理项目的态度、村里是否有农业产业规划、农户对农地整理项目的认同程度、农户对种植作物市场预期等因素显著的正影响,受地块面积因素显著的负影响。因此,农地整理应着眼于现代农业发展,充分重视并发挥村委会在农地整理项目实施中的宣传、引导、沟通作用,提高农户对农地整理的认知程度,稳定农户对农业生产的市场预期,在农地整理示范区率先探讨农户参与农地整理项目的模式,以促进农户积极、全面、有效地参与农地整理项目规划设计以及全过程。

The purpose of this study is to explore the impact factors on the willingness of farmers participating in farmland consolidation planning.The paper uses Cooperation Game model and Logistic model to analyze the factors,supported by the survey data of 353 farmers in Hubei Province.The empirical results show that the factors,including the village cadres’attitude to consolidation project,agricultural industry planning,farmers’cognition on consolidation project and farmers’expectation on the market value of crops,have significantly positive impacts on farmers’willingness.However,negative impact of farmland areas per block was also found.Therefore,the farmland consolidation planning should be mainly oriented to agriculture modernization.Besides,the role of village cadres is also important,such as enlarging the effect of publicity,guidance and communication among the farmers.Furthermore,the pattern of farmers’participation should be demonstrated effectively in order to encourage more participation of farmers.
