从战略规划政策导向、技术标准实现支撑、资源集成储备、管理协调激励以及风险安全控制等5个方面深入探析当前由文化机构主导的图书档案数字化融合服务构建与发展的保障机制,并以风险安全控制机制为核心,解析组织风险、战略风险、信息安全风险以及资源集成中知识产权风险作为牵引轴制约所引发的五大保障机制互动机理。

This paper deeply explores the security mechanism of the construction and evolution of digital convergence service led by cuhural institutions, from five perspectives of the guiding function of strategy plan and policy, the suppor! role of teehnology and standard, the storage of integrated resources, the management, coordination and encouragement between organizations, and the control of risk and security. Focusing on the control of risk and security, it elaborales the interactive relationships, among the five mechanisms mentioned above, triggered by four kinds of risks of orgmlization, strategy, information security and Intellectual Property Rights.
