区域经济一体化过程中政府的自觉方略

Government Consciousness in the Integration of Regional Economy

我国的区域经济一体化已经取得了显著成果,但因府际行政区划间存在的阻隔,延缓并阻碍了它的发展进程。为实现区域经济的一体化,打破行政区划的阻隔,从中央到地方都要实现政府自觉,变地方政府间竞争博弈为竞合博弈。中央政府需要稳步推进大部制改革,向地方积极有效放权,转变原有对地方政府官员单一考核的指标体系,以法律和政策的方式促进"三边治理",避免地方政府间的无序竞争;地方政府间则需要共建"府际互信"原则,建立多层次的府际合作事实规则与机制,向市场与企业放权,变地方政府间竞争为市场主体竞争。只有在中央与地方政府双重自觉的基础上,我国区域经济一体化才能取得长足发展。

Our integration of regional economy has got achievements,but the administrative division among local governments blocks its progress.To realize the integration and break the block,central and local governments all should conduct government consciousness,and the competition game ought to be converted to cooperative game.Central government should propel super-ministry reform,delegate power to local government,change the solo index system that evaluates local officials,and promote ＂ trilateral governance＂ by law and policies,so as to avoid the disordered competition among local governments.Local governments should trust each other,build regulations and mechanisms of multi-cooperation,transfer power to market and enterprises,and make them become the major parts of market competition.Only through the consciousness of central and local governments,can our regional integration of economy achieve long-term development.
