摘要
英国是世界上最早成立工会、最早出现劳资双方之间集体谈判形式的国家,特别是撒切尔夫人执政期内的各种改革使英国的劳资关系得到明显的改善,开启了英国劳资关系历史上的新转折。伴随我国市场经济的发展,劳资关系基本上完成以企业为主的市场调节模式,但随之带来的劳资矛盾、纠纷等事件常有发生,对和谐社会的构建造成恶劣影响。因而,借鉴撒切尔政府劳资政策,积极推进我国劳资关系法治化和养老保险的社会化,并加强我国工会组织力量和集体谈判协商,对改善我国的劳资现状具有深远意义。
The United Kingdom is the oldest country which forms trade unions and carries out collective bargaining between employers and employ- ees, especially varies of reform within Mrs. Thatcher' s ruling period has significantly improved UK' s labor relations and marketed a new turning point in the history of labor relations. With the development of China' s market economy, market regulation model of labor relations which hases in enterprise has largely finished. But, attendant labor conflicts, disputes and other group events often occur, which affects the social stabilitT and economic development. Therefore, the study of the labor policies of Thatcher government, actively promoting labor relations in the rule of law and socialization of labor relations, and strengthening the power of China' s trade unions and collective bargaining negotiation have an important inspiration on improving China' s labor - nmnagemcnt relations.
