This article offers a new understanding of the history of the formation of the Pacific Basin Community.By examining the inclusiveness of the original concept of the Pacific Basin Community,the coordination between Japan and Australia as well as their unremitting efforts in promoting the idea among ASEAN countries,the authors argue that the formation of the Pacific Basin Community is a process of confidence building.The article seeks to reflect the original tradition of Asia-Pacific regionalism and thus shed light on the potential solution to the difficulties that hamper further cooperation among the Asia-Pacific countries.
