赤水河流域生态补偿机制研究

Research on ecological compensation mechanism of Chishui River Basin

随着赤水河上游资源开发和城镇化进程的不断加快,赤水河流域水资源保护存在水资源量减少、水污染加重、森林资源减少、生物多样性受到破坏等问题。针对这些问题,为保护长江上游珍稀、特有鱼类的生存环境以及茅台酒业等的生产环境,遵循"可持续发展、责权利相统一、公平合理、政府主导市场参与、保护者得到补偿"等原则,建立了赤水河流域生态补偿机制和生态保障制度,确定了流域生态补偿主体、对象、标准和方式,给出了建立赤水河生态补偿长效机制的建议。通过建立赤水河生态保障制度加强水生态保护与修复,从而加强流域水资源管理。

With the development of resources in upper Chishui River and its rapid urbanization,there are problems with the protection of water resources,such as water resources declining,forest resources reduction,water pollution aggravation and biodiversity damage.Aiming at the problems existed in ecological and environmental protection in Chishui River Basin,and for better protecting the rare fishes and production environment of Maotai liquor,we analyze the issues of establishing an ecological compensation mechanism and an ecological guarantee system to clarify the compensation subjects,objects,standards and methods following the principles of ＂ sustainable development,good combination of responsibilities,rights and interests,fairness,market participation guided by governments and compensation to protectors＂.Some suggestions on the long-term ecological compensation mechanism are provided.
