The unbalanced development of Chinese education is one of the bottlenecks in re- stricting China＇ s education and social development. And the unbalanced economic develop- ment has been regarded as the principle factor contributing to the unbalanced development of education. An investigation of Chinese education policy demonstrates that the unbalanced development of education is closely related with the making and the implementation of educa- tion policy. The unbalanced development of Chinese education can be considered as a politi- cal choice in China＇s development strategy. With China＇s adjustment in its development strat- egy, problems in Chinese education can be approached by the innovation and support of policy making.
