常州市国土资源“一张图”工程建设探索

Engineering Design of "A Map"of land Resources in the City of Changzhou

本文从国土资源"一张图"工程的背景出发,研究和探讨了市级"一张图"工程的顶层设计、建设目标、框架和内容。针对以往数据建库等缺少标准化建设的局限性,研究提出了常州市"一张图"核心数据库建库的标准化、规范化研究,指导、规范和管理"一张图"核心数据库建库,并根据不同用户角色对数据的操作要求量身定制系统应用功能。研究结果表明:常州市国土资源"一张图"工程的建设成果已在我市国土资源管理日常工作中得到广泛应用,取得了规范透明、审批提速的实际成效。

From the context regarding ＂One Map＂ in the middle of land and resources,this article examines the top-level engineering design,the framework,and the goal of construction as well as the content of ＂One Map＂.Considering the weakness regarding the lack of standardization among database constructed previously,this paper proposes ＂One Map ＂as arranged by Changzhou City standardization to manage,regulate and normalize the central database,and that can be tailored to the operational needs of application functions based on system data from different users.The results show that this＂One Map＂ has been widely used in the daily management of land,and we got a real effectiveness of the speed of standard approval and transparency.
