省、市、县三级联动建设用地监管体系建设研究

The Regulatory System over the Land building with Three Linkage to Provincial,Municipal and County Level

根据建设用地全面监管、全程监督需要,探讨多级多模式监管关键技术,设计建设用地监管业务模型,阐述省、市、县三级联动建设用地监管总体技术框架。通过课题项目建设和应用,较好地实现省、市两级土地监管中跨部门、跨业务间的有效协作,达到"以图管地"的目的。

According to the needs of full supervision and entire process of control over the land building,this article explores the multi-level and multi-mode within the regulators key technology of the land building.It explains also the overall technical framework regarding the system of three mobile connections to the control of building land at provincial,municipal and county level.By the subject of project,this paper realized the intersectional collaboration more effective between inter-segment at the provincial and municipal levels to reach the goals of the drawings to manage the land.
