摘要
"5.12"汶川大地震使得大量水库出现严重的险情,严重威胁了下游的人民生命财产安全,因此,及时对震损水库进行应急检测,制定切实可行的应急避抢险方案成为摆在各级政府和部门面前的一个重大任务。本文在综合目前常用的各种抢险技术基础上,提出针对震损水库主要险情的应急避抢险技术,同时鉴于地震灾区存在诸多风险,重点强调了风险决策的基本要求和思路。
Numerous of reservoirs are damaged in the 5-12 Wenchuan earthquake, and earthquake-dam- aged reservoirs pose tremendous threats to the downstream residents. Therefore, emergency detection of earth- quake damaged reservoirs and drawing up feasible emergency rescue plan are important issues on the agen- da of government at all levels. Based on the existing emergency rescue technology, emergency rescue tech- nologies against all kinds of danger are put forward.Considering multiple risk factors exists in earth- quake-stricken areas, basic requirements and thoughts are introduced in detail.
