摘要
根据抽样调查方法和灌区特点,确定按照非概率抽样中的配额抽样方法选择样点灌区,并考虑灌区不同规模、不同类型、不同工程状况和管理水平等因素,确定了全国灌溉水有效利用系数测算分析网络的构建方法。截至2011年,全国共选取样点灌区2 761个,构建了较为完善的全国灌溉水有效利用系数测算分析网络。
According to survey and sampling methods, and considering the distribution characteristics of irri- gation districts in China, this paper used the quota sampling method as non-probability sampling to select sample group of irrigation districts to measure the utilization efficiency of irrigation water on the national scale of China. The sample group and its distribution over the country, is the so-called measuring network in the paper. Many factors are considered in the sampling process of structuring the measuring network, such as the scale of irrigation district, the type of irrigation district, the project status of irrigation dis- trict, and the management level of irrigation district etc. As of 2011, a total of 2761 irrigation districts were selected and sampled in order to make the measuring network a reliable system for use in evaluation of the utilization efficiency of irrigation water on the national scale.
