我国水利工程施工图审查现状及政策建议

Status and policy proposals for inspection of construction drawings of hydraulic projects in China

水利工程施工图审查是水行政主管部门对水利建设工程勘察设计质量监督管理的重要环节。通过与建筑工程对比,阐述了我国水利工程施工图审查机构来源单一,审查员配备专业要求高,审查方式多样等特点,揭示了施工图审查制度执行中审查机构抗风险能力差,高度市场化易导致不正当竞争等问题。通过借鉴发达国家和香港地区施工图审查制度设计和实施经验,从制度建设、信息管理、技术规范编制、责任保险计划等方面提出当前我国水利工程施工图审查体制改革的几点建议。

The inspection of construction drawings of hydraulic projects is a critical element for the departments of water administration to supervise and manage their survey and design quality.Compared with those of construction projects,the characteristics of inspection of construction drawings of hydraulic projects in China are elaborated,such as constitution homogenization of inspection organizations,high professional configuration of inspectors and diversity of inspection modes.The existing problems in the implementation of inspection institution of construction drawings are revealed,including low risk resistance ability of inspection organizations and unfair competition induced by intensive marketization.Some proposals are put forward for the institution reform of inspection of construction drawings of hydraulic projects in China from perspectives of system development,information management,code formulation and occupational insurance plan by means of the design and implementation experience from foreign developed countries and the area of Hong Kong.
