摘要
BT模式是一种新的融资模式,最近几年在一些公共基础设施建设中经常采用此种模式。本文以泉州市城东海滨花苑项目为例,分析了项目采取BT模式的必要性,运用SWOT分析法综合分析了该项目采取BT模式的优势、劣势、机遇和挑战。BT模式在政府项目运用中有优点,但也有缺点及风险,本文针对缺点及风险提出两点对策建议。
Abstract： Building - transfer （BT） model has been applied successfully in urban infrastructure constructions in China recently. Taking East Beach Garden Project in Quanzhou City as the study example, the necessity of BT model is discussed. The SWOT analysis method is used to analyze the advantages, weaknesses, opportunities and threatens in BT model. The most important problem in BT model in govern- ment constructions is Quality guarantee. At the same time, there are some other problems, such as monitoring troubles and lacking of laws. In order to solve these limitations, the paper puts forward some corresponding solutions from the perspective of government.
