国外邻避冲突研究的历史、现状与启示

On History,Current Situation and Enlightenment of Overseas NIMBY Study

国外邻避冲突研究分为萌芽、形成、成熟三个历史阶段;研究内容包括邻避冲突的成因与本质、邻避冲突与环境正义伦理、邻避冲突治理机制及其有效性等问题。研究路径取向包括规范性研究、个案研究和比较研究、实验研究等。虽然对中国邻避冲突及其治理的研究有很多启示,但存在治理研究碎片化、理论借鉴和实践效度薄弱、研究方法单一等问题。国内邻避冲突研究应当关注邻避冲突概念、类型及特征,邻避冲突治理模式的综合和比较、邻避冲突与公共利益悖论等研究领域。

The history of overseass NIMBY conflict study could be divided into three stages： the embryonic stage,the fomative stage,and the mature stage.The main content includes the causes and essence of NIMBY conflict,NIMBY conflict and the ethics of envoirenmental justice,the NIMBY conflict governance mechanisms and its effectiveness.The research approach includes normative analysis,case study,comparative study,and experimental study.Though having so much enlightment to us,fragmentation of NIMBY conflict governance research,weakness of theoretical reference and practical validity,relatively simplicity of research methods,are mainly the several weaknesses of oversea＇s research.Domestic study should focus on the relevant concepts,the types and the characteristics,the synthetic study and comparative study of NIMBY conflict,NIMBY conflict and the paradox of public interest.
