摘要
在全球气候变暖、自然灾害频发的今天,加强城市洪涝灾害应急管理系统建设,对提高我国城市洪涝灾害应急管理水平具有重要的现实意义。本文以GIS技术、Internet技术、GNSS技术、GPRS/WIFI无线通讯技术、数据库技术、洪涝灾害评估及指挥决策为支撑,以ArcGIS Server为二次开发平台,分析和设计了集城市洪涝灾害评估、应急指挥管理、灾情信息发布于一体的城市洪涝灾害应急管理综合系统,以期为相关系统建设提供借鉴。
Strengthening the urban flood disaster emergency management system construction has the im portant practical significance to improve the emergency management level of urban flood disaster. Based on GIS technology, Internet technology, global satellite navigation system （GNSS） technology, GPRS/WIFI wireless communication technology,database technology and flood disaster assessment, command and deci sion making, this paper analyzes and designs a comprehensive system of urban flood disaster emergency management using ArcGIS Server as the secondary development platform, which includes urban flood dis aster assessment, emergency command management and disaster information release. The study can provide the reference for the construction of related systems
