摘要
为了能够更加科学、全面地评价民航监管局的绩效,本文首次将平衡计分卡引入民航政府部门的绩效评价,建立了以公众维度为核心、内部流程维度及学习与成长维度为辅助的绩效评价指标体系,并使用权值因子法确定了各个指标的权重,从而得出了民航监管局安全监管绩效评价模型,该评价模型具备持续改进性及实际操作性,对现实绩效考评具有重要的意义。
For the arpose of evaluating the performance of the civil aviation safety supervision and management bureau more scie Hifically and comprehensively,this paper applies balance score card to the performance of evaluating the civil government for the first time, and establishes an evaluation index system according to the three dimensions of balance score card, which takes public as the center and takes internal process,learning and growth as aux iliaries. The paper also applies the weighted factor method to determining the weights of the indexes,and then sets up a performance evaluation system for the civil aviation safety supervision and management bureau. The evalua tion model has the characteristics of continuous improvement and actual operation and thus has the profound signif icance to the actual performance evaluation.
