论联合国安理会代表性及否决权的改革

On the Representativeness and Veto Reform of the United Nations Security Council

全球社会进入21世纪以来,国际社会风起云涌,全球的各种问题层出不穷,这就对联合国提出了新的挑战。作为联合国核心机构的安理会,是联合国改革的重点。纵观各方提出的改革方案,对于安理会的改革主要集中在两个方面,即是安理会的代表性和否决权的改革。本文主要也是对这两方面的改革进行探讨。

In the 21st century, the international community becomes more complicated; many global issues are appeared, which presents the United Nations new chaUenges. As the core institution of the United Nations, Security Council is the key part of its reform. Making a comprehensive survey on all the reform plans, the reform of Security Council focuses on two aspects, namely, representativeness and veto reform. This paper also discusses the two aspects.
