摘要
在构建科技能力评价指标体系的基础上,采用基于实码加速遗传算法的投影寻踪分类方法对全国30个省份的科技能力进行了测度和排序。实证结果表明:虽然广西的科技贡献能力在西部地区相对较强,但广西的科技综合能力在全国处于落后水平,在西部地区也仅处于中游水平。提升广西科技综合能力的关键在于加强科技基础能力建设和加大科技投入力度。
Constructing the science and technology (S&T) capacity evaluation indicator system, applying projection pursuit classification method based on real coded accelerating genetic algorithm(RAGA), this paper assesses the S&T capacity of 30 regions of China. The empirical result shows though the S&T contribution capability of Guangxi is relatively stronger in the western region, the S&T comprehensive capacity of Guangxi is lagging, and in the backward position of China and just in the middle position of western region of China, in order to enhance the S&T capacity,Guangxi should strengthen the constructions of scientific infrastructures, and increase the scientific inputs.
