周毓英是1930年代中国法西斯主义思潮中的关键人物,他创办《社会主义月刊》鼓吹法西斯主义,形成了较为完整的理论体系。他在其法西斯主义宣传中强调"阶级协力"和"社会主义",主张专制独裁;他通过所谓"阶级协力"的社会主义,批判资本主义自由民主制度,否定共产主义阶级革命学说,打通与孙中山三民主义的关系。周毓英"阶级协力"的社会主义观,集中袭用了社会主义思想系统中反对阶级斗争者的观念,积极迎合了国民党"清党"反共后当政者反对阶级斗争、追求专制独裁却又不敢公然反对三民主义为社会主义的矛盾心态。
