摘要
针对复杂的跨境河流管理问题,利用国际关系学科中的层次分析法,从主权、权利、需求与利益4个层面分析了此问题,进而对中印之间的跨境河流管理进行了层次分析,指出利益层次的解决方式最优,既可满足双方的各种资源需求,又能在很大程度上推动两国的全面合作。并结合中印两国的关系现状,提出了应对跨境河流管理问题的若干建议。
In view of the complexity of trans-boundary river management, it is analyzed in detail from four aspects of the sovereignty, rights, needs and interests by analytic hierarchy process in international relations. And then trans- boundary river management between China and India is analyzed and it points out that the level of interest is the optimal solution. Not only it meets a variety or＂ both resource requirements, but also promotes the comprehensive cooperation between two countries in a certain extent. Finally, taking into the current relations between China and India, some suggestions for addressing trans-boundary river management issues are put forward.
