反腐倡廉“五大系统”建设探析

加强对权力的制约监督,完善防治腐败的权力运行制约监督机制,是加强反腐倡廉建设,构建惩治和预防腐败体系的根本性措施。建立权力运行公开系统、公共资源市场化配置系统、行政效能考核系统、行政权力电子监察系统、民意诉求反馈系统的"五大系统"为反腐倡廉建设提供了新视角、新思路。"五大系统"建设不是现行做法的简单概括,而是在认真总结反腐倡廉建设经验的基础上作出的一项战略决策部署、整体制度安排和系统工程建设,是从系统论高度建立健全权力运行制约监督机制,提高反腐倡廉建设科学化水平的重要实践创新和制度创新。

Strengthening the supervision and restriction of power, improving the anti-corruption power op- eration and supervision mechanism are the fundamental measures to strengthen the construction of anti- corruption and to prevent and punish corruption. The establishment of public system of power operation, public resources allocation system, administrative effectiveness evaluation system, electronic monitoring system of administrative power and public opinion feedback system, namely ＂Five Systems＂, provides a new perspective and new ideas of the anti-corruption construction. The building of ＂Five Systems＂ is not a simple summary of the current practice, but a strategic decision deployment, system arrangement and sys- tem engineering construction on the basis of summing up the construction of anti-corruption experience. Moreover, the building of ＂Five Systems＂ is the important practice and system innovation of the construc- tion and perfection of the power operation restriction and supervision mechanism and of improving the sci- entization level of anti-corruption construction from tho ~v^tom lo,r,~l
