公共服务均等化既是一个社会经济问题,也是一个伦理与政治问题,是人类社会发展到一定阶段的产物。建国后我国基本公共服务均等化经历了由"低水平的平均"到"非均等",再到"均等"的变迁过程,其所呈现出的倒U型变迁轨迹背后蕴含着深刻的政治、经济和社会文化逻辑。这一历史演进逻辑启示我们,必须坚持正确的发展观导向,奠定良好的经济基础,转变传统的社会观念,以确保我国基本公共服务均等化的顺利推进。

The equalization of public services is not only a social and economic issue,but also an ethical and political issue.It’s the product of human and social development to a certain stage.Equalization of basic public services in China after the founding experienced the process from＂ the average of low level＂to ＂unequal＂,then to＂equality＂.The inverted U type changing implied the profound political,economic and the social and cultural logic.It teaches us that we must adhere to the correct concept of development-oriented,lay a good economic foundation,and change the traditional social values,to ensure the smooth progress of the equalization of basic public services.
