With the accelerated process of urbanization and industrialization,the number of agricultural land become into urban construction land through expropriation is increasing rapidly.A large number of agricultural population lost their land and become a special group that have no land,no job and no house,which led to many social problems and bring new problems and challenges to local governance.As the leader of the social management,the local government should actively promote social management innovation,explore the new initiatives of the governance of the landless peasants,and solve the problem of the landless peasants properly.
