摘要
银行代理商模式是指银行将低附加值的存取款等基本服务,从成本昂贵的银行分支机构转移给拥有广泛网络的代理商,以满足金融服务消费者需求的业务模式。该模式进入门槛低,银行、代理商和客户都能从中受益,在很多地方具有商业可持续性。代理商运营近年来在国内也有所发展。本文总结了主要发展中国家银行代理商模式的发展经验、银行使用代理商存在的风险以及监管当局对银行代理商的主要监管措施,提出我国可立足国情,借鉴相关国家发展银行代理商模式的经验,进一步支持发展具有我国特色的银行业务代理商,并在此过程中切实加强金融消费者保护的建议。
The mode of bank agents refers to the business mode in which a bank transfers its lower value-added basic services such as deposits and withdrawal from branches with high cost to a wide network of agents in order to satisfy the demands of financial services consumers.The mode has a low entry threshold,and banks,agents and customers can benefit from it.In many areas the mode has commercial sustainability.The agent operating in China has developed in certain degree in recent years.The paper summarizes the experiences of bank agent modes in major developing countries,the risks of using agents and measures taken by regulatory authorities to the bank agents,and puts forward that based on China's situation,learning from the experiences of the relevant countries,banking business agents with Chinese characteristics should be further supported to be developed.Meanwhile,suggestions on strengthening the financial consumer protection in the process are provided.
