2013—2017的未来5年新农业法案立法程序已经启动,参众两院经协商讨论最终于2012年9月达成《2012农业改革、食物与就业法案》草案。基于美国财政预算紧张、农产品价格上涨、农业风险增大等原因,新法案草案将取消或大幅削减直接支付补贴,调整目标价格及目标收入补贴,加大农业保险补贴来化解农业经营风险。此外,该草案还将通过"削"与"增"启动农产品市场贸易自由化改革。这些调整,将对世界农业及经济发展产生深远的影响。

Newfarm bill legislation program in the future 5 years(2013-2017) has begun.After consultation and discussion between the house and the senate,the draft of 2012 Agricultural Reform,Food and Jobs Act was approved in September,2012.NewAmerican farmbill cancels or slashs direct payment,and adjusts the target price and target income subsidies,and increase agricultural insurance subsidies to mitigate agricultural business risk.And the new bill will start the agricultural products market trade liberalization reform through ' cut' and ' add'.These new adjustments are mainly based on the US budget tension,agricultural products price growing and agricultural risk increasing.The changes will have a far-reaching influence on the world agriculture and economic development.
