粤北杉村排瑶社会治理转型研究

A Survey on the Transformation of Social Governance of Pai Yao People in Shan Village of North Guangdong

当代西方治理理论以自由主义民主论为基础,强调社会治理去政治化、多中心化,弱化国家权力及排斥非西方民族文化。粤北杉村排瑶社会治理转型的经验表明,西方治理理论的洞见在于指出了国家不可包揽社会治理,揭示了社会治理理性化的重要性。但是,它也有贬抑非西方民族文化,以及使多民族国家产生民族分离主义的倾向。社会善治的关键在于如何处理好传统民族文化与理性主义精神、亲属网络与现代民主、社区权力与国家权力、个人与社区及国家利益等基本关系。

Based on liberal democracy theory , the contemporary western governance theory emphasized that social governance should become de-political and polycentric , and should weaken state power and exclude non-western ethnic culture.As the experiences of the transformation of social governance of Pai Yao people in Shan village of north Guangdong showed , the western governance theory could give us insightful opinions that the state ought not to take everything in the social governance and it is vital to stress the importance of the rational social governance.However , it also could lead to the ethnic separatism in a multi-ethnic state owing to denying non-western ethnic culture.The keys for good social governance were to balance the basic relationships between the traditional ethnic culture and the rational spirit , between the kinship network and the modern democracy , between the power of community and that of state , between the benefits of individual and that of community and state.
