城市流动人口服务管理的“杭州解法”

从法制保障、责任归属、资源配置、信息共享、待遇赋权等5个方面探讨了杭州市城市流动人口服务管理制度安排及实施方法的创新与特色,认为通过推动政策在更高层面实现法制化以破解流动人口服务管理的诸多难题、注重培育新经济社会组织及流动人口自身在服务管理中的主体作用,从而形成政府服务管理与流动人口自管自治的良性互动,是杭州市流动人口服务管理值得借鉴的经验,即"杭州解法"。"杭州解法"的局限性也启示我们,流动人口服务管理创新有赖于户籍制度改革的新突破,应逐步健全常住流动人口的居住证转办户口政策,以促进流动人口服务管理工作的健康发展。

The innovation and features of'the Hangzhou solution'is summarized from five aspects which are comprised by the legal guarantee,accountability,resource allocation,information sharing,and treatment.This essay is concluded that measures should be taken to promote the policy to realize the legalization in a higher level,thus break the difficult problems of service management,and pay great attention to cultivate new economy,social organizations and transient population oneself the principal role in service management,form the government service management and transient population from the tube autonomous positive interaction.All the experiences of'the Hangzhou solution'are worth profiting from.Limitations of'the Hangzhou solution'have also revealed that service management and innovation of the floating population depend on the Hukou reform breakthroughs,and they also need to gradually improve the Hukou status transfer policy to promote the transient population service management persistent effect,ordered and informationization.
