摘要
"限额—可交易"许可证是一种重要的环境政策工具,是企业外部效应内部化的重要方式,具有收益补偿效应并能够给排污单位提供选择的灵活性,其通过法律手段和市场机制的作用来促使企业的排污总量低于环境可接受的水平。健全的产权制度和监管机制是实现"限额—可交易"许可证制度目标的关键。
Trade quotas license is the important influent factor for an enterprise caused by its external effects. In order to reach the environmental level of the total emission, legal means and market mechanism are required. The gain compensa- tion provides the flexibility for the enterprise. The key to achieve the goal of trade quotas license is to improve the property rights system and supervision mechanism.
