摘要
政府管理绩效、绩效认同与绩效认同危机,是政府管理现实中客观存在并相互关联的重要问题。随着政府管理理念的确立,服务型政府替代了行政管理型政府,政府管理绩效不再是由政府上下级之间相互监督的游戏规则,而是公众评价各级政府作为的重要依据。从理论上讲,政府绩效本身是一个客观存在的概念,其所体现的好坏如何,必须由政府体制之外的公众认同,当一定条件、一定时期内政府绩效出现认同危机时,人们不得不反思既有的政府管理体制与机制的合理性。因此,适应现代政府管理发展要求,充分体现公共治理的精神,从建立科学的政府绩效评价体系出发,揭示政府绩效认同危机的根源,不仅是消除现阶段政府绩效认同危机的必由之路,更是实现政府绩效认同的前提,也是政府管理业务流程再造中必须认真讨论的问题。
Government performance, performance recognition and performance recognition crisis are important issues which interrelate with one another and exist in the government management. With the establishment of government management notion, the administration-oriented government is replaced by the service-oriented government. Furthermore, the government performance becomes an important basis of the public evaluating governments at all levels, instead of the game rule for the superior and the subordinate within the government to supervise with each other. Theoretically, as an objective reality, the government performance should be assessed by the citizens outside the government system. And, when the government performance arouses recognition crisis under certain condition and given period, people have to reflect on the rationality of existing government management system and mechanism. Therefore, in order to answer the demand for modern government development and fully demonstrate a public-governed society, we should discover the origin of recognition crisis of government performance by establishing a scientific system for government performance appraisal first, not only being a crucial solution to solve the recognition crisis of government performance at the present stage, but also being a precondition for realizing the government performance recognition and an important issue worth serious discussions during the business process reengineering program for government management.
