Saving Revenue and Deeply Reforming the Management of Using Public Cars

本文首先分析了我国当前公务用车使用不规范的现实和影响,梳理了我国中央和基层两方面推行的公务用车改革措施,认为我国公务用车改革的大思路是正确的,但治理措施最终没有深入下去,主要是因为没有科学标准、整体规划和有效的执行力。在借鉴国际和港澳经验的基础上,本文对深化我国公务用车改革提出了政策建议。

This paper first makes an analysis on current non-normative using public cars and its bad influence. And then it summarizes the reform measures in central and local governments and argues that the way of the public cars reform is right, but the result is not very well for lacking of integral planning, logical standards and power of execution. Absorbing the advance experiences in foreign countries and Hongkong and Macao, the paper puts forwards some policy suggestions for deeply reforming the management of using public cars in China.
