At the early stages of reform and opening of China, creative passion of talents have been stimulated through recovering technical titles, recovering and rebuilding the national science and technology rewards system and other kinds of incentive policy of science and technology talents, which has made great contributions to the social construction of China. The execution of these incentive policies of science and technology talents played a significant role in the growth and development of science and technology talents of China.
