Carl Milam is an excellent activist and outstanding leader in American library history in 20th century. He has performed excellently in promoting the develepment of the state public librarianship,has contributed greatly to the American tibrarianship; he has proved to be a central figure in the wartime service of American Library Association,has done much for librarianship in areas of the publicity and the funding raising; he has guided and organized the expansion program of American Library Association, thus has improved the influence of the library activity.
