相对于政府补贴的扶贫贷款,小额信贷能对客户产生更大的生产激励,以保证较高的还款率及项目持续性。同时,小额信贷兼具公共性的服务与资源的双重属性。只有强调小额信贷的公共资源属性,才能从操作可行性上提供小额信贷的中层理论分析框架,将宏观制度愿景与微观因果模型联系起来,并提供判别小额信贷模式有效性的解释变量。

Compared to poverty alleviation loans from government, microfinance can produce greater production incentives to customers, and ensure the project to be continued with high repayment rates. At the same time, microfinance has dual attributes of services and resources in public. Only through emphasizing the public resource attribute of microfinance can we provide microfinance a middle-range theoretical analysis framework in the aspect of operational feasibility, make a connection between the macroscopic system vision and the microscopic causality model, and give explanatory variables to the microfinance model.
