中国民间组织具有很强的组织功能,在政治参与、社会治理和传统政治文化转型中可以产生重要影响。改革开放以来,中国民间组织不断增多,在社会政治、经济、文化生活中发挥着越来越重要的作用。当前,中国民间组织发展的制度环境并不理想,仍然存在诸多对民间组织的限制性政策。应当改革有关民间组织的双重管理制度,为民间组织的发展松绑;健全民间组织的管理机制,营造有利于民间组织发展的制度环境;完善有关民间组织的法律法规,确保民间组织健康发展。

Therefore, the dual manage- ment system of non - governmental organizations should be reformed so that it can accelerate the development of non - governmental organizations; the management mechanism of non - governmental organizations should be perfected so that it can create a good institutional environment; the laws and regulations relevant to non - governmental organizations should be consummated so that it can ensure the healthy development of non - gov- ernmental organizations in China.
