低碳城市发展中的地方政府策略选择研究——以杭州市为例

THE RESEARCH OF THE STRATEGY SELECTION OF LOCAL GOVERNMENT IN THE DEVELOPMENT OF LOW- CARBON CITY --TAKE THE CASE OF HANGZHOU

全球气候变暖给人类的生存和发展带来了巨大的挑战,为了预防以及应对环境变化所引发的恶果,各国正积极进行有关低碳城市建设的理论与实践研究。本研究以杭州市的低碳城市发展为例,在分析了杭州低碳城市发展历史演进的基础上,通过SWOT分析法研究了杭州市在低碳城市发展中的特异性,进而提出了该市发展低碳城市的策略方案。研究发现,低碳城市的发展策略应遵循经济发展规律,重视法律框架和政策体系的构建,同时做到以人为本,立足地方实际,最终才能实现人与自然的和谐发展。

The becoming global warm gives challenges to survive and develop for human. In order to prevent the bad result caused by the environment changes, all of countries are trying to do some theory and practice research about the construction of low-carbon city. This paper takes the example of the construction of low-carbon city of Hangzhou and takes the basis of the history of the development of low-carbon city,finding out the specificity in the develop- ment of the construction of the low-carbon city through SWOT, further putting forward the strategic plans in the development of low-carbon city in Hangzhou.The study finds that, the strategic plans of low-carbon city development should follow the the laws of economic devel- opment and value the construction of the legal framework and policy system, at the same time, it should be people-oriented and based on local realities.Only through by this,can we achieve the harmonious development of man and nature.
