平坝县新型农村合作医疗资金运行情况分析

Analysis on Trend of New-type Rural Cooperative Medical System Fund of Pingba County in Gui zhou Province

通过对平坝县2004-2012年新农合资金运行情况进行分析,结果表明,新农合参合率持续增长,资金运行合理,基本做到了规范运行,参合率已高于全国平均目标水平的95%。各级住院补偿和门诊发生的费用反映了新农合大病主要在县级治疗,小病主要在村级治疗,大病补偿为主,小病补偿为辅的功能。在实际运行中也存在新农合个人筹资水平较低,抗风险能力不强,大病实际补偿比偏低及资金使用不尽合理等问题。

This paper analysed the operation of the new rural cooperative medical system fund date of Pingba county in 2004-2012,and the co-participation rates had been higher than the national average level by 95%.The fund operation was reasonable and normal.All levels of inpatient and outpatient costs compensation reflect ed the faction that serious disease treating in the county hospital,mild disease treating in the village,and serious disease getting more compensation than mild disease.On the other hand,there were some questions about the new rural cooperative medical system in the operation of Pingba county,such as individual investment level was lower,the ability to resist risks was not strong,serious illness compensation was lower and the use of funds was unreasonable.
