国际气候谈判技术转让议题进展评述

Review of the Progress of Technology Transfer Issue in International Climate Negotiation

技术机制是目前国际气候谈判技术开发与转让议题的焦点。自COP15以来,经过3年多的艰苦谈判,技术机制实现了在2012年全面运行的目标。但这些成果多数集中于程序性问题,影响技术机制在促进技术开发与转让过程中实质性作用的关键议题,多数由于发展中国家与发达国家分歧严重久拖未决;即使少数已达成的协议,也基本上是发展中国家做了重大让步。在德班平台的未来谈判中,技术转让议题的重要性不仅不应削弱,反而需要进一步加强。中国及广大发展中国家需要从以下四个方面加强工作:进一步落实来之不易的关于技术机制的谈判成果;明确中国在低碳技术国际合作以及技术转让方面的需求;将技术转让议题摆在德班平台谈判总体战略中的相对突出位置;加强发达国家对发展中国家提供技术转让支持的绩效评估。

Technology mechanism is the focus of technology development and transfer in international climate negotiation,which has become operational in 2012 after 3 years of tough negotiations since the COP15.However,the outcomes were all about procedure issues,those key problems,such as the functions of the mechanism in promoting technological development and transfer,remain unsolved due to the huge differences between developing and developed countries.In the future Durban-based negotiations,the importance of the technology transfer issue should not be diminished but strengthened instead.China and other developing countries shall double their effort in the following aspects: further implementation of the outcomes of the technology mechanism negotiations;clarifying China's demands in international cooperation on low-carbon technology and technology transfer;putting the technology transfer issue on a prominent place of the overall strategy for the Durban negotiation;strengthening the merit evaluation of developed countries' support of developing countries concerning technology transfer.
