The benefits and limits of varies communication network in the modern distance education are analyzed. The newest network solution to the modern distance education, for the example of the joint project of Europe and China ——Tianjin Network Communication Training Center is given. The result of the research which is up to date in civil China has been adopted by the Joint Project of China & Europe. This paper can be used as an important reference to implement the civil modern distance education.
