湘西农村非政府应急组织发展模式及选择研究

Research on Developing Pattern and Choice of the Rural Non-government Emergency Organizations in West Hunan

本文针对湘西民族地区农民危机意识淡薄、危机承受能力脆弱、农村突发事件增多且恶劣等现实,具体分析了湘西农村非政府应急组织可能存在的四种发展模式、各自的特点及其选择条件,以进一步促进湘西农村非政府应急组织的快速、健康与可持续发展。

Based on the real-life of ethnic minority rural areas in west Hunan,such as farmers’ poor sense of crises,invulnerability to withstand crises,and increasing bad rural emergencies,this paper analyzes concretely four kinds of developing patterns,respective characteristics and their choice conditions to keep the rural non-government emergency organizations in west Hunan quick,healthy and sustainable development.
