公共图书馆服务体系文献资源的收益权、使用权可为多方分享,馆藏与文献资源的占有权、使用权分离,文献资源占有权与使用权可分离。解决文献资源建设产权障碍的方法有三种:统一产权、动态产权、模糊产权,对三者各自和其相反概念进行排列组合,形成了文献资源所有权、占有权、使用权的统一与分散、动态与静态、模糊与清晰的排列组合模式。我们可选择合适的产权模式来进行公共图书馆服务体系文献资源建设。
