网络化治理与我国政府职能的转变——以控权—服务论为视角

Network Governance and the Transformation of Government Functions in China

目前,我国正处在社会转型期,政府职能转变是社会转型的必然要求和关键所在。戈德史密斯教授和埃格斯教授所提出的网络化治理理论强调在公共服务供给中更深层次的公私合作及政府更高水平的网络管理能力,对我国的政府职能转变有重大的借鉴意义。结合网络化治理理论,需要从我国基本国情出发,结合"控权—服务论",促进我国政府职能的转变。

Nowadays our country is in the transforming period of the social system,the transformation of government functions has already been the key factor in the system transformation.Professor Goldsmith and Eggers proposed the theory of network governance,which emphasizes the deeper level of public-private partnerships in the public service supply and higher level of government network management ability.Network governance theory has great significance to the transformation of government functions.Combining the theory of network governance,we should build the network government.Based on China＇s fundamental national conditions and the Control-Service Theory,promote the transformation of government functions.
